You don't need to put the wrapper on an ftp site. You can always allow people to download it via HTTP.
This would mean that it would be somewhere in the /rec/dv directory, and you could have a link to it.
Thus, only people that have the "developer area" password could download it.
Of course, it would be up to you to post the file and create a link in a web page.
